Our policies establish the principles and standards that guide the recognition, verification, assessment, certification, and professional engagement activities conducted through the CPD Council network.
We seek to ensure that every recognition decision is based on defined standards, relevant evidence, transparent processes, professional judgment, and continuous improvement. Our policies are designed to protect the interests of learners, recognized centers, professional organizations, partners, and the wider professional community.
1. Independence & Impartiality Policy
CPD Council maintains an independent approach to the evaluation and verification of professional development activities.
Recognition decisions are intended to be based on established criteria and available evidence rather than commercial, personal, institutional, or other inappropriate influence. Partners and applicants are expected to provide accurate and complete information necessary for evaluation.
Where a potential conflict of interest may affect an evaluation or decision, appropriate measures may be taken to ensure that the process remains fair, objective, and professionally credible.
2. Recognition & Verification Policy
CPD Council recognition indicates that a center, program, learning activity, or professional development record has been evaluated against the applicable CPD Council requirements within a defined scope.
Recognition is not automatically equivalent to governmental accreditation, statutory licensing, academic degree recognition, or professional licensure unless a separate competent authority expressly provides such status.
The scope, duration, conditions, and applicable recognition status will be communicated to the relevant organization or individual.
CPD Council reserves the right to review, suspend, restrict, or withdraw recognition where applicable requirements are no longer satisfied or where material misrepresentation is identified.
3. Quality Assurance Policy
CPD Council promotes quality assurance across recognized professional development activities.
Depending on the type of application, evaluation may consider:
- Learning objectives and outcomes
- Relevance and currency of content
- Program structure and learning design
- Delivery methodology
- Learner engagement
- Assessment and evidence of learning
- Trainer or facilitator qualifications
- Learner support
- Records and documentation
- Feedback and evaluation mechanisms
- Internal quality assurance
- Professional and industry relevance
Quality requirements may be adapted according to the nature, level, discipline, delivery model, and intended audience of a program.
4. AI-Assisted Evaluation & Professional Foresight Policy
CPD Council may use AI-assisted analytical tools and professional foresight methods as part of its blended evaluation methodology.
AI may support activities such as content analysis, evidence organization, quality-pattern identification, emerging-skill analysis, benchmarking, and identification of potential gaps or areas requiring further review.
AI-generated analysis does not replace appropriate human oversight or professional judgment. Recognition decisions remain subject to the applicable CPD Council review process.
Foresight methodologies may also be used to examine emerging technologies, professional trends, changing skill requirements, and future learning needs. This enables CPD Council to assess not only present relevance but also the future-readiness of professional development frameworks.
5. CPD Credits Policy
CPD Credits represent a structured means of recording and recognizing eligible professional development activity within the applicable CPD Council framework.
The allocation or verification of CPD Credits may consider factors such as:
- Learning duration
- Learning format
- Learning objectives
- Structured participation
- Assessment requirements
- Evidence of completion or achievement
- Program quality and relevance
- Applicable CPD Council criteria
CPD Credits should not be interpreted solely as a measure of attendance. Where applicable, verification may incorporate evidence relating to participation, learning, assessment, or professional development achievement.
The number of credits assigned to a program is subject to the applicable CPD Council framework and review requirements.
6. Learner Verification & Authentication Policy
CPD Council may provide verification and authentication services for eligible professional development records and CPD Credits.
Verification may include confirmation of information such as:
- Learner identity as recorded by the issuing provider
- Program title
- Learning activity
- Date or period of participation
- CPD Credit allocation
- Assessment or completion status, where applicable
- Issuing organization
- Verification reference or digital record
Verification confirms the authenticity and status of the relevant record based on information available to CPD Council or the recognized provider. It does not independently guarantee an individual’s professional competence, employment suitability, licensing status, or legal authorization to practice.
7. Recognition of Centers & Partners
Approved centers and partners may receive CPD Council recognition within the approved scope.
Membership fees may be waived for approved centers and recognized partners. However, applicable charges may apply to learner CPD Credit verification, authentication, assessment, certification, or related services according to the number of credits, learners, and program arrangements.
Recognized organizations must maintain the standards applicable to their approved scope and provide accurate information regarding their CPD Council status.
Recognition marks, logos, certificates, digital badges, and other CPD Council identifiers may only be used in accordance with the applicable authorization and branding requirements.
8. Transparency & Accuracy Policy
CPD Council expects all applicants, partners, centers, trainers, and other participating organizations to provide accurate, complete, current, and verifiable information.
Organizations must not:
- Make misleading claims about CPD Council recognition
- Represent recognition as government accreditation without authorization
- Alter or manipulate CPD Council certificates or verification records
- Falsely claim that unapproved programs are CPD Council verified
- Misrepresent the number or status of CPD Credits
- Use CPD Council trademarks outside the authorized scope
Where inaccurate or misleading information is identified, CPD Council may request correction and may take appropriate action concerning the relevant recognition status.
9. Certification & Digital Recognition Policy
CPD Council may issue certificates, verification records, digital badges, recognition marks, or other forms of professional development recognition according to the applicable program.
Each recognition document should accurately reflect its:
scope, status, issuing organization, applicable period, and verification reference, where relevant.
Certificates and digital credentials remain subject to the conditions under which they were issued. Replacement, amendment, reissuance, or verification services may be subject to applicable administrative requirements or fees.
10. Data Protection & Privacy Policy
CPD Council respects the privacy and confidentiality of information provided by individuals and organizations.
Information may be collected and processed for legitimate purposes including:
- Application and registration
- Recognition and verification
- CPD Credit administration
- Certification
- Communication with applicants and partners
- Quality assurance
- Record keeping
- Fraud prevention and integrity monitoring
- Service improvement
CPD Council aims to collect only information reasonably necessary for the relevant purpose and to apply appropriate safeguards to protect information from unauthorized access, misuse, alteration, or disclosure.
Where personal information is processed through third-party technologies or service providers, appropriate contractual, technical, or organizational safeguards may be applied as appropriate.

11. Confidentiality Policy
Information submitted during an application, evaluation, verification, or partnership process may contain confidential organizational or professional information.
CPD Council seeks to treat such information responsibly and use it only for legitimate operational, evaluation, verification, quality assurance, compliance, or administrative purposes, subject to applicable law and contractual arrangements.
Confidential information will not ordinarily be publicly disclosed without appropriate authorization, except where disclosure is required by law, necessary to protect the integrity of the CPD Council system, or otherwise permitted under applicable policies.
12. Conflict of Interest Policy
CPD Council seeks to identify and appropriately manage circumstances that could compromise impartiality.
Potential conflicts may arise from:
- Financial relationships
- Personal relationships
- Institutional affiliations
- Previous advisory roles
- Commercial interests
- Evaluation of related organizations
- Other circumstances that could reasonably affect objectivity
Individuals involved in relevant evaluation or decision-making processes may be required to disclose potential conflicts and, where appropriate, withdraw from the relevant process.
13. Complaints & Appeals Policy
CPD Council encourages constructive feedback and provides channels through which concerns regarding its services, recognition processes, or decisions may be raised.
Complaints should be:
- Clearly stated
- Supported by relevant information where available
- Submitted within a reasonable period
- Related to a specific CPD Council process, service, decision, or recognized activity
Where an appeal mechanism applies, the appellant may be asked to provide additional evidence or clarification. Appeals are reviewed according to the applicable process and do not automatically result in a change to the original decision.
CPD Council aims to handle complaints and appeals fairly, consistently, and without inappropriate retaliation.
14. Misrepresentation & Integrity Policy
Professional recognition depends upon the integrity of the information and evidence provided.
CPD Council takes concerns relating to fraudulent certificates, fabricated learning records, unauthorized use of recognition marks, falsified learner information, plagiarism, manipulated assessment evidence, and other forms of misrepresentation seriously.
Where credible evidence of misconduct exists, CPD Council may conduct an appropriate review and may suspend, restrict, or withdraw recognition where justified.
15. Intellectual Property Policy
CPD Council materials, methodologies, frameworks, branding, logos, verification marks, digital assets, website content, and related intellectual property are protected by applicable intellectual property laws.
Unless expressly authorized, users and partners may not reproduce, modify, distribute, commercialize, or create derivative versions of CPD Council proprietary materials or identifiers.
Recognized centers and partners may use approved CPD Council marks only within the conditions and scope of their recognition.
16. Partner & Center Responsibilities
Recognized partners and centers are expected to:
- Maintain accurate organizational information
- Deliver programs substantially as represented during verification
- Maintain appropriate learner records
- Apply CPD Council recognition appropriately
- Protect the integrity of certificates and CPD Credits
- Cooperate with reasonable quality reviews
- Notify CPD Council of material changes affecting recognized activities
- Avoid misleading claims regarding recognition or accreditation
- Maintain appropriate professional and ethical standards
Failure to meet applicable requirements may result in corrective action, additional review, suspension, or withdrawal of recognition.
17. Policy Review & Continuous Improvement
CPD Council recognizes that professional development, technology, learning methodologies, and workforce requirements are continuously evolving.
Accordingly, policies and verification frameworks may be periodically reviewed and updated to reflect:
- Emerging professional practices
- New learning technologies
- AI developments
- Industry and workforce trends
- Quality assurance insights
- Stakeholder feedback
- Professional foresight
- Changes in applicable legal or regulatory requirements

18. Scope & Disclaimer
CPD Council recognition and verification are provided within the specific scope and conditions communicated to each recognized organization, program, or individual.
Unless expressly stated by an authorized competent authority, CPD Council recognition should not be represented as:
- Government accreditation
- University degree accreditation
- Statutory professional licensing
- Authorization to practice a regulated profession
- A guarantee of employment
- A guarantee of professional competence
- Automatic recognition by every employer, regulator, institution, or professional body
Learners and organizations should independently confirm any additional licensing, regulatory, academic, or professional requirements applicable to their circumstances.
